Currently, files attached to comments are shown next to the comment. If an issue has many comments, it may appear quite far down the page.
If all attached files are listed/linked together (perhaps under a tab, etc), in addition to being listed next to the comment - people will not need to scroll through lots of comments to find the correct attachment.
Every file attached to an issue (through comments) should be shown together

We tied attachments to the comments explicitly to bind the files with some kind of context for why they're being attached.
As you mention, what might help is a collection of an issue's files in the right hand column of the page, sorted by date they were uploaded, along with a link to the file's comment (or issue amendment).
How would this sound?
